Region 4 Reading Academies cohort leaders are experts in the Science of Teaching Reading. They use deep content knowledge, strong coaching skills, and technical expertise with the learning management system to improve educator practice and support the implementation of evidence-based reading instruction.
About HB3 Reading Academies
House Bill 3 (HB3) requires K–3 teachers and principals to complete a literacy achievement academy. The Texas Education Agency (TEA) provides statewide guidance and resources, including:

Becoming a Cohort Leader
Cohort leaders are employed by an Authorized Provider or Local Implementation LEA and facilitate the Reading Academies Comprehensive course in either the General Education (English) or Biliteracy (Spanish) pathway.
Steps to Become a Cohort Leader
- Pass the Cohort Leader Screener
- Secure employment as a Cohort Leader with an Authorized Provider or Local Implementation LEA
- Attend the required virtual Cohort Leader Training provided by TEA
Knowledge and Skills Required
Prospective cohort leaders must demonstrate expertise in:
- Phonological awareness and articulation of phonemes
- Six syllable types
- Oral reading fluency
- Comprehension skills and strategies
- Analyzing artifacts and providing feedback
- Using data to inform instruction
