Board of Directors

Region 4 Education Service Center is governed by an eight-member board of directors, seven of whom are elected by school districts’ boards of trustees. A nonvoting member representing charter schools is appointed by the Texas Commissioner of Education. Elected directors serve 3-year terms on a staggered basis. The Region 4 Board of Directors sets organizational policies to ensure adherence to local, state, and federal requirements and develops goals for the Executive Director and for Region 4 staff.

Region 4 Board meetings are open to the public and held bi-monthly at 11:00 a.m. Regular Board meetings take place at the McKinney Conference Center at 7200 Northwest Dr. Houston, TX 77092.

Audience Participation

At regular Board meetings, the Board shall hear comments from the audience regarding both agenda and non-agenda items. The audience comment portion shall be scheduled for a maximum of 30 minutes as an agenda item.

Persons wishing to address the Board shall sign up with the Board secretary prior to the start of the meeting and no later than 15 minutes before the meeting start time. Speakers shall indicate the topic about which they intend to speak. Each person signed up to address the Board shall be allotted three minutes to present. No presentation shall exceed three minutes. A speaker may not yield all or a portion of his or her time to another. When acknowledged by the presiding officer, speakers shall identify themselves to the Board, make their presentation, and identify any remedy sought.

Complaints regarding ESC officers or personnel shall not be heard during this portion of the meeting and shall be referred to the appropriate complaint or grievance process for resolution.

Disruption

The Board shall not tolerate disruption of the meeting by members of the public. If, after at least one warning from the presiding officer, any person continues to disrupt the meeting by his or her words or actions, the presiding officer shall request assistance from law enforcement officials to have the person removed from the meeting.
